21C. Sections 20 and 20A to apply in certain cases

Where in any Act-

   (a)  a person or body is expressed to have the powers conferred by section
        16 upon a board appointed by the Governor in Council or upon the
        chairman of the board; or

   (b)  the provisions of section 16 are expressed to extend or apply to or in
        relation to-

   (i)  a person or body; or

   (ii) an appeal to, proceedings before or an investigation or inquiry by a
        person or body- the provisions of sections 20 and 20A and of any rules
        or orders made under subsection (4) of the said section 20 shall, with
        such adaptations as are necessary, extend and apply to and in relation
        to the person or body and any such appeal, proceedings, investigation
        or inquiry.
