Who can ask the Tribunal to resolve a building dispute?

55. Who can ask the Tribunal to resolve a building dispute?

The Tribunal may only make an order to resolve a domestic building dispute on
the application of-

   (a)  a party to the dispute; or

   (b)  the Director acting on behalf of one or more building owners who are
        parties to the dispute.
