71A. Appointment of persons who are not employees of the Department as
authorised officers



(1) The Minister may, by instrument, appoint a person who is not an employee
employed under Part 3 of the Public Administration Act 2004, as an authorised
officer, if the Minister is of the opinion that the person has particular
qualifications or experience that are necessary to exercise the power the
person is to be authorised to exercise.

(2) The Minister must, in an instrument of appointment under subsection (1)-

   (a)  specify the period for which the person appointed is so appointed; and

   (b)  specify the powers under this Act that the person appointed is
        authorised to exercise.
