Power of Secretary to provide funds

9. Power of Secretary to provide funds



(1) Subject to the approval of the Minister and having regard to the
objectives and principles specified in this Act, the Secretary may allocate
funds out of money available for the purpose to persons including municipal
councils and non-government organisations.

(2) The Secretary may allocate funds under subsection (1) to be used for the
purposes and subject to the conditions considered by the Secretary to be
appropriate.



(3) Funds under subsection (1) may be provided to a person who has entered
into a contract with the Secretary whether under section 10 or under any other
Act provided that the contract requires that the funds provided under
subsection (1) must be used for the purposes specified under subsection (2).
