77. Matters to be considered

The matters prescribed for the purposes of this Division may include matters
relating to-

   (a)  the checking of criminal records and criminal history;

   (b)  suitability and fitness;

   (c)  medical, including psychiatric, health;

   (d)  skills, experience and qualifications.
