4. Principles are for guidance



(1) It is the intention of Parliament that the principles set out in this Part
should be used for guidance in the development and provision of Government,
Government-funded and community services for children and their families.

(2) The Parliament does not intend by this Part-

   (a)  to create in any person any legal right or give rise to any civil
        cause of action; or

   (b)  to affect in any way the interpretation of any Act or law in force in
        Victoria.
