Power to fund children's services

50. Power to fund children's services

The Secretary may provide grants, payments, subsidies or other financial
assistance to any person or body of persons-

   (a)  providing or operating a children's service; or

   (b)  responsible for administering children's services or arranging for the
        provision of children's services-

from funds administered by the Secretary for that purpose on terms and
conditions that the Secretary considers appropriate.
