23. Determination of maximum rates by Minister

The Minister may from time to time determine the maximum rates of assistance
to be paid in respect of children and young persons under this Division but
may direct that the maximum rate shall not apply in any case where the
Secretary considers that for preventing the disruption of a family a greater
rate of assistance should be paid for some specified period or periods.
