22. Provision in case of illness etc. of applicant

When an applicant to whom payments are made towards the maintenance of a child
or young person pursuant to the provisions of this Division becomes incapable
of properly caring for and maintaining the child or young person the
Secretary-

   (a)  may direct that during such incapacity some other fit person shall
        have the care and maintenance of the child or young person;

   (b)  shall make such arrangements as he thinks proper as to the person to
        whom payments are to be made during such incapacity in respect of the
        maintenance of the child or young person.
