Report and recommendation of magistrate

19. Report and recommendation of magistrate

On the completion of his investigation the special magistrate shall forward to
the Secretary the application together with a report upon the results of his
investigation and a recommendation as to whether and what assistance in his
opinion should or should not be granted to the applicant.
