6. What is a controlled operation?

A controlled operation is an operation that-

   (a)  is conducted, or intended to be conducted, for the purpose of
        obtaining evidence that may lead to the prosecution of a person for an
        offence; and

   (b)  involves, or may involve, controlled conduct.
