15. Further matters to be taken into account-cross-border controlled
operations



(1) An authority to conduct a cross-border controlled operation may not be
granted unless the chief officer is satisfied on reasonable grounds-

   (a)  that a relevant offence has been, is being or is likely to be,
        committed; and

   (b)  that the controlled operation will be, or is likely to be, conducted
        in this jurisdiction and in one or more participating jurisdictions;
        and

   (c)  that the nature and extent of the suspected criminal activity are such
        as to justify the conduct of a controlled operation in this
        jurisdiction and in one or more participating jurisdictions.

(2) For the avoidance of doubt, the matters referred to in subsection (1) are
in addition to the matters referred to in section 14.
