18. Parking spaces owned by councils, charities etc.

A parking space is an exempt parking space if-

   (a)  the premises on which it is located are owned by a municipal council,
        religious body, charitable or public benevolent institution, hospital,
        university, library or museum; and

   (b)  no charge is made for the parking of a motor vehicle in the space.
