54. Contractors not to be elected

A person who is either directly or indirectly concerned or interested in any
bargain or contract entered into by or on behalf of Her Majesty in right of
the State of Victoria, or who participates or claims or is entitled to
participate either directly or indirectly in the profit thereof or in any
benefit or emolument arising from the same, shall not sit or vote in the
Council or the Assembly; and the election of any such person to be a member of
either the Council or the Assembly shall be void.
