Chairman at meetings

22. Chairman at meetings



(1) At every ordinary or special meeting of the council the president or in
his absence the vice-president or in the absence of the president and
vice-president a member chosen by the members of the council present shall
preside.

(2) At every general or special meeting of any committee the chairman or in
his absence a member chosen by the members of the committee present shall
preside.

(3) The person presiding at any meeting of the council or of any committee
shall in the case of an equality of votes have a second or casting vote.
