10. Presiding at Board meetings

A meeting of the Board must be presided over by-

   (a)  if the Chair of the Board is present, the Chair; or

   (b)  otherwise, another eligible Commonwealth Board member who is present
        and who is nominated, in writing, by the Chair to preside.
