Proceeding or decision of Board not invalid by reason of vacancy etc.

29. Proceeding or decision of Board not invalid by reason of vacancy etc.

A proceeding or decision of the Board is not invalid only because of a vacancy
in the office of a member or a defect or irregularity relating to the
appointment of a member or, in the case of a person appointed as an acting
member, on the ground that the occasion for that person so acting had not
arisen or had ceased.
