Authorized agencies-non-citizen children

23. Authorized agencies-non-citizen children

The Secretary may authorize an approved agency, whether at the time the
Secretary grants or renews the application for approval under section 21 or 26
or at any other time, to make arrangements with a prescribed person or
prescribed organization or a person or organization included in a prescribed
class of persons or organizations in places outside Australia for the adoption
in Victoria of non-citizen children.
