Initiated in Assembly 10 November 1999
A BILL
to provide for a fund to be called the Regional Infrastructure
Development Fund to be established in the Public Account as part of
the Trust Fund and for other purposes.
Regional Infrastructure Development
Fund Act 1999
The Parliament of Victoria enacts as follows:
1. Purpose
The main purpose of this Act is to provide for a
fund to be called the Regional Infrastructure
Development Fund to be established in the Public

2. Commencement
(1) Section 1 and this section come into operation on
the day on which this Act receives the Royal
Assent.
5 (2) Subject to sub-section (3), the remaining
provisions of this Act come into operation on a
day to be proclaimed.
(3) If a provision referred to in sub-section (2) does
not come into operation before 1 July 2000, it
10 comes into operation on that day.
3. Definitions
In this Act--
"Fund" means the Regional Infrastructure
Development Fund;
15 "regional Victoria" means--
(a) the municipal districts of the municipal
councils set out in the Schedule; and
(b) the alpine resorts within the meaning of
the Alpine Resorts Act 1983.
20 4. Regional Infrastructure Development Fund
(1) There shall be established in the Public Account
as part of the Trust Fund an account to be known
as the "Regional Infrastructure Development
Fund".
25 (2) There shall be paid into the Fund--
(a) all money that is appropriated by Parliament
for the purpose of the Fund; and
(b) interest received from the investment of
money in the Fund.
30 (3) Money standing to the credit of the Fund may be
invested in any manner in which trust funds may
be invested under the Trustee Act 1958.

5. Application of the Fund
(1) There shall be paid out of the Fund amounts
authorised by the Minister--
(a) to be used to provide financial assistance for
5 or with respect to capital works relating to
any of the following matters--
(i) the improvement of transport within
regional Victoria and connecting
regional Victoria with other parts of the
10 State;
(ii) the development of industries in
regional Victoria;
(iii) the development and improvement of
tourism facilities in regional Victoria or
15 that will benefit regional Victoria;
(iv) providing regional Victoria with access
to education and information
technology;
(v) generally benefiting or supporting the
20 development of regional Victoria;
(b) for the payment of the costs and expenses
incurred in the administration of this Act and
monitoring and reporting on the financial
operations and financial position of the
25 Fund.
(2) The Minister must not authorise the payment of
any amount of $2 000 000 or more from the Fund
for the purpose of sub-section (1)(a) except with
the approval of the Treasurer.
