THE DIOCESAN MISSIONARY COUNCIL ACT 1988 (BALLARAT DIOCESE)

THE DIOCESAN MISSIONARY COUNCIL ACT 1988

1. It shall be lawful for Synod to elect a Diocesan Missionary Council hereinafter called the Council.

2. The Council shall consist of the Lord Bishop of Ballarat who shall be the President of the Council the Archdeacon of Ballarat the Registrar and the Dean of Ballarat all ex officio and four licensed clergymen and four laymen, elected by Synod from its number.

3. After the Council has been elected and at such other time as may be necessary the Council shall choose one of its number to be Chairman of the Council and such person will hold office until his resignation or until a new Council is elected. The Chairman shall resign in writing to the President who shall inform the Council members.

4. The Council shall have the power to invite persons who are not members of Synod to deliberate with it. Such persons shall have the right to speak and to vote and shall be members of the Board for such period as the Council determines, or until their resignation or the election of the new Council by Synod.

5. No invited member shall be elected to be Chairman of the Council.

6. The President shall have the absolute right to take the chair at meetings of the Council, even if the Chairman is present.

7. In the absence of the President and Chairman of the Council at any meeting the members of the Council shall choose one of the members either elected or ex officio to take the Chair.

8. The President shall designate a person who holds membership ex officio or who has been elected to the Council by Synod to be the Diocesan Missionary Secretary. Such person shall be the Secretary of the Council and shall be responsible for presenting a report to every session of Synod on the activity of the Council.

9. The Registrar shall be treasurer of the Council.

10. The duties of the Council shall be:

(a) To further the work in the Diocese of the mission of the Church.

(b) To inform members of the Diocese of the functions and activities of such missionary Boards and Councils as are or shall be created by Canon of General Synod and such agencies of mission at home and overseas as the Council may deem fit and to initiate appropriate action within the Diocese to further these functions and activities.

(c) To take such action to promote the raising of funds appropriate to

subsections (a) and (b) of this Section.

(d) To recommend to Bishop-in-Council methods of raising money by direct appeal collection or assessment and to execute decisions of Bishop-in-Council pertaining to financial activities proper to the Council.

11. The Council shall meet when convened at the President’s discretion. A quorum shall be six of the elected and ex officio members.

12. All monies payable to the Council shall be received by the Registrar and be paid by him to a bank account directed by the Bishop-in-Council and the account shall be drawn on for all payments made under or by virtue of this Act by drafts to be signed by the Registrar and the Accountant.

13. The Bishop-in-Council shall cause to be prepared yearly an audited statement of accounts for the previous financial year and shall present the same to the then next ensuing Session of Synod and the next ensuing meeting of the Council.
