In accordance with the provisions of the Insurance Act, 1995, the Bishop in
Council hereby makes the following determinations and
regulations.
1. The insurances required by the Act shall be effected with such company or companies as shall be approved by Bishop in Council from time to time.
2. Insurance policies in the names of the Bishop of Wangaratta, The Wangaratta Diocesan Trustees and The Wangaratta Diocesan Trustees (NSW) or any one or more of them shall be arranged for each of the following risks;
(a) Voluntary Workers [Clause
3(a)]
(b) Public Liability and Professional and Officers Indemnity
[Clause 3(b)]
(c) Clergy and Lay Officers stipend/salary continuance
[Clause 3(c)]
(d) Clergy Illness [Clause 3(d)]
(e) Industrial
Special Risks [Clause 3(e)]
3. Until further regulations are made managing bodies shall be required to accept the following minimum covers as recommended by the Finance Committee in its report to the Bishop-in-Council each year.

1. All Real and Personal Property of every kind and description belonging to the insured or for which the insured is responsible or has assumed responsibility to insure prior to the occurrence of and damage, including all such property in which the Insured may acquire an insurable interest during the period of insurance.
2. Gross

5. Each managing body shall be notified each year of the proportion of the respective premiums in accordance with the Act, and shall pay such premiums by monthly instalments.
6. All communications concerning the insurances (including claims) between managing bodies and the respective insurers shall pass through the Bishop's Registry.

MAJOR LOSS REGULATIONS - BEFORE AND AFTER THE EVENT
7a. Records To Be Maintained By All Parishes And Diocesan
Organisations
Each Parish will maintain the following information as part of its records -
(a) A photographic record of its buildings, both exterior and interior.
(b) A photographic record of contents, including monuments, memorials, stained glass windows, vessels and vestments and any other item of value.
(c) A written description of (a) and (b) including makers of windows or builders if known and details, eg if memorials are marble, brass, etc. Vessels silver, silver plate, gold, gold plate, etc., vestments types of materials.
Two photographic records must be maintained in separate buildings, eg one in the rectory, or the parish office if in a separate building or one in the home of a parishioner, preferably the parish secretary or treasurer. If a fire proof safe is available elsewhere records should be lodged therein. Records may be either photographs or video.
7b. Action To Be Taken In The Event Of A Major
Loss
1. The Registrar must be notified immediately by telephone with written advice to follow.
2. The Registrar will then
contact the Bishop and Regional Archdeacon.
3. The Registrar will advise the insurance/broker by telephone as soon as the loss occurs.
4. The damaged area is to be made safe after consultation with the Registrar.
5. The insurer will appoint a loss
adjustor to act for the claim.
6. Clean up of damaged property must not be commenced or undertaken until after the insurance underwriter advises the loss adjustor.
7. The parish should seek to obtain premises to hold services or to replace housing as appropriate. The Insurance should cover such transitional costs.
8. Replacement of equipment, furniture, etc. for either temporary or permanent use must not be finalised until after consultation with the insurance underwriter or loss adjustor appointed by the insurance underwriter. The Diocesan ISR Policy will probably cover this.
9. If necessary a committee will be appointed comprising the Registrar as chairman, Rector/Priest in Charge, and three suitable members of the parish, with power to co-opt as and when necessary to confer with the loss adjustor. The Insurance Broker acting for the Diocese should be invited/requested to be part of the Committee and his advice sought at all time throughout the claim.
10. In the event of a major loss a second loss adjustor to act on behalf of the Diocese may be appointed. Provisions of the insurance policy provide for this appointment.
11. Suitable professionals will be appointed by the Loss Adjustor appointed by the insurance underwriter. The Committee should discuss such appointments with the Loss Adjustor and approve such appointments.

Person(s) with qualifications to assess value of stained glass, furniture,
fabric, metalware, etc. This to include such items as
communion vessels,
memorials, including plaques, and other items such as regimental colours flags,
etc left in the care of the church.
12. Once the amount of the loss has been provisionally arrived at steps must be taken to have all figures checked by appropriate professionals. The policy covers this provision and may include a second loss adjustor and other professionals as in item 10.
13. The Trustees will remain in control of the process of the assessment of the loss at all times and during the reconstruction of the lost property.
