(1) Where the Secretary is satisfied that it is necessary or desirable so to do, the Secretary may issue a permit authorising the person named in the permit or some person acting under the Secretary's direction to take, have possession of, buy or sell or otherwise dispose of, as may be specified in the permit, such specially protected wildlife, protected wildlife or partly protected wildlife or the products of such wildlife as may be specified in the permit.
(2) The Secretary may require the payment of a fee for the issue of a permit under subregulation (1).
