WATER MANAGEMENT ACT 1999 - SECT 74

The Minister may refuse to approve the variation of a licence –

(a) on any ground specified in section 64; or

(b) .  .  .  .  .  .  .  .  

(c) if the licensee has not paid any fees payable under this Act.
