Where the Board is not immediately able to consider an application under section 17 or 18, 2 members of the Board or one member and the Registrar may register the applicant temporarily or provisionally register him temporarily as a veterinary surgeon until the application can be considered by the Board –
(a) if they are reasonably satisfied that the Board would have registered the applicant under section 17 or 18 or provisionally registered the applicant under section 19 if the application were then considered by the Board; and
(b) upon payment of the relevant fee.
