substitute decision-maker means a person
who has a legal right or legal obligation to make decisions for another
person.
(2) It is not necessary for a person under legal incapacity to have a
substitute decision-maker merely in order to be a group member.
(3) A group member who is a person under legal incapacity may only take
a step in representative proceedings, or conduct part of the proceedings, by
means of the member’s substitute decision-maker.
