(1) Meetings of the Committee may be convened by the chairman of the Committee or by any 2 or more members of the Committee.
(2) Six members of the Committee shall form a quorum at a duly convened meeting of the Committee.
(3) A duly convened meeting of the Committee at which a quorum is present shall be competent to transact any business of the Committee.
(4) A question arising at a meeting of the Committee shall be determined by a majority of votes of the members of the Committee present and voting and, in the event of an equality of votes, the matter shall be deemed to have been passed in the negative.
(5) The chairman of the Committee shall preside at all meetings of the Committee at which he is present.
(6) If the chairman of the Committee is not present at a meeting of the Committee, a member of the Committee elected by the members present shall preside at that meeting.
(7) The Committee shall cause full and accurate minutes to be kept of its proceedings at meetings.
(8) The procedure for the calling of, and for the conduct of business at, meetings of the Committee shall, subject to section 37(2) and any procedure that is specified in this section, be as determined by the Committee.
(9) The Minister may direct the Committee to allow a person to be present at any specified meeting of the Committee and that person may take part in the Committee's deliberations but may not vote on any question before a meeting of the Committee.
