19. Appendix III substances

      (1) The regulations made under this Part may declare that a liquid substance specified in the regulations is, for the purposes of this Act, deemed to be listed in Appendix III to Annex II.

      (2) The regulations made under this Part may declare that a liquid substance listed in Appendix III to Annex II is, for the purposes of this Act, deemed not to be so listed.
