Major project proposal required
(1) A proponent of a project who makes under section 60C(1) a proposal that the project be declared to be a major project is to provide to the Minister, at the same time, a major project proposal in relation to the project.(2) If a planning authority or the Minister makes under section 60C(1) or (2) a proposal that a project be declared to be a major project, the Minister, by notice to the proponent of the project, may require the proponent to provide to the Minister a major project proposal in relation to the project within the period specified in the notice.(3) A proponent in relation to a project to whom a notice is given under subsection (2) is, within the period specified in the notice or a longer period allowed by the Minister, to take all reasonable steps to provide a major project proposal to the Minister.(4) If a proponent in relation to a project fails to comply with subsection (3) , an application for a permit in relation to a use or development to which the project relates may not, except with the approval of the Minister, be made by any person within the 2-year period after the day on which the notice under subsection (2) is given to the proponent, if the use or development (a) is the same as, or substantially the same as, a use or development to which the project relates or related; and(b) would be carried out on all or part of the area of land to which the project relates or related.
