An authorized officer may require a registered distributor to give security for an amount determined by the authorized officer by bond, guarantee, or cash deposit, or by all or any of those methods, for –
and the distributor is not entitled to a payment under this Act unless he gives that security.(a) compliance by him with the provisions of this Act and the regulations; or
(b) for the purposes of an undertaking given by him for the purposes of this Act or the regulations –
