The corporation may recover, in a court of competent jurisdiction, any extraordinary expenses that it has incurred in repairing the damage caused to a highway under local management, whether that damage was caused by an excessive weight passing over the highway or any extraordinary traffic on it or in any other way from a person causing that weight or traffic to pass over or on the highway or otherwise causing that damage.
