(1) The charges which may be made in respect of any distress shall be those prescribed in Schedule 4 and no other charges shall be made or demanded or shall be payable in respect of any distress.
(2) The judges, or a majority of them, may, by rules of court, prescribe a scale of charges in lieu of those set forth in Schedule 4 and thereupon such scale shall be deemed to be Schedule 4.
