A claimant who –
is entitled to compensation for the costs reasonably incurred in removing to, and taking up occupation as a tenant in, alternative accommodation in this State.(a) was a tenant at will of any subject land; and
(b) ordinarily used that land as a principal residence; and
(c) is required to give up possession of that land in order to enable the authorized purpose to be carried out –
