Any act, matter or thing done or omitted to be done in good faith by –
in the administration or intended administration of this Act, or in the exercise or performance or intended exercise or performance of any powers, functions or duties under this Act does not subject the Secretary, instrumentality, council or other person to any liability (whether civil or criminal) in respect of that act, matter or thing.(a) the Secretary, or a person acting under the direction or authority of the Secretary; or
(b) an instrumentality of the Crown; or
(c) a council; or
(d) an authorised officer –
