In any proceedings under this Act, a printed document that purports –
is evidence of that regulation, standard, rule, code, recommendation, specification, method or drawing.(a) to be a regulation, standard, rule, code, recommendation, specification, method or drawing of any authority or body prescribed under section 54(2); and
(b) to have been prescribed, published, or issued by or on behalf of that authority or body –
