(a) if satisfied that the parent or guardian of an applicant has given
permission, grant an application for a minor's permit subject to any condition
the Commissioner considers appropriate; or
(b) refuse to grant the application –
(i) if satisfied that the applicant is not a fit and proper person, taking
into account the matters specified in section 29 (2) ; or
(ii) on any ground the Commissioner must not grant a licence under section 29
(3) and (4) .
