A council may ask the Board, in respect of an activity that is not a level 2 activity or a level 3 activity, to exercise any of the Board's powers relating to the following:

(a) an environmental audit;

(b) an environmental improvement programme;

(c) an environmental agreement;

(d) lodgment of a financial assurance.
