A person must not carry on a prescribed business –
(a) except in accordance with the regulations; or
(b) if no provision is made by the regulations, in a manner which is, or might be, prejudicial to public health or public safety.
Penalty:
Fine not exceeding 20 penalty units and a further fine not exceeding 2 penalty units for each day during which the contravention continues after conviction.
