Where –
the principal officer of that approved agency shall, within 14 days after the expiration of that period, furnish the Secretary with a report in writing concerning the welfare and interests of the child.(a) an approved agency has made, or is making, arrangements or negotiations for, towards, or with a view to, the adoption of a child; and
(b) a period of 9 months has elapsed since the Secretary has signified his acceptance of guardianship of the child –
