Unless the contrary intention appears, a reference in a rule or subrule to an
adopted standard is a reference to the standard as in force at the
commencement of the Vehicle Standards, or, if the provision in which reference
appears commenced after the commencement of the Vehicle Standards, as in force
at the commencement of that provision.
