Whenever any expression of time occurs in any Act, order in Council, rule,
regulation, or by-law, or deed, or in any instrument whatsoever, and whenever
the doing or not doing anything at a certain time of day or night, or during a
certain part of the day or the night, has an effect in law, such time shall,
unless it is otherwise specifically stated, be held to be standard time
throughout South Australia, as declared by this Act.
