Any applicant may withdraw his application at any time prior to the issuing of
the certificate, and the Registrar-General shall in such case, upon request in
writing signed by the applicant, return to him, or to the person, if any,
notified in the application as having a lien thereon, all documents of title
deposited in support of the application.
