Where—
(a) an
investigation has been commenced or is proposed under this Act; and
(b) a
question arises as to whether the Ombudsman has jurisdiction to conduct the
investigation,
the Supreme Court may, on the application of the Ombudsman, an agency to
which this Act applies or the principal officer of such an agency, determine
the question and make any orders necessary to give effect to the
determination.
