(a)
confers an exclusive right upon the holder of the lease to conduct
mining operations subject to the provisions of this Act and the terms and
conditions of the lease for the recovery of minerals from the land comprised
in the lease; and
(b)
authorises the holder of the lease to sell, or dispose of, minerals recovered
in the course of mining operations conducted in pursuance of the lease or to
utilise any such minerals for any commercial or industrial purpose.
