A council is not required to adopt a public consultation policy under Chapter
4 Part 5 of the 1999 Act until six months after the relevant day subject to
the qualification that if a council is proposing to take action in a case
where it is required by the 1999 Act to follow a public consultation policy
then the council must adopt a public consultation policy under Chapter 4 Part
5 in order to comply with the 1999 Act.
