returning officer must ensure that arrangements are in place for the efficient
receipt and safekeeping of envelopes returned by persons voting at an election
or poll, and for the confidential scrutiny of those envelopes (if the
returning officer so chooses but without opening the envelopes) pending the
close of voting.
(2) The
returning officer may give directions to other electoral officers for the
purposes of subsection (1).
