the case of a periodic election—at 12 noon on the sixth Tuesday after
the closing day fixed under section 15(7)(a);
(b) in
other cases—at 12 noon on a day appointed by the returning officer as
nomination day, being a day that falls not less than 21 days before
polling day for the relevant election.
