If—
(a) a
proposal recommended by the Panel does not proceed to a proclamation after
completion of all relevant procedures under this Part; or
(b) the
Panel has not recommended a proposal submitted by two or more councils under
Division 4 and an alternative proposal agreed between the councils and the
Minister under Division 6 does not proceed to a proclamation after the
completion of all relevant procedures under this Part,
the Minister must prepare a report on the matter and cause copies of that
report to be laid before both Houses of Parliament.
