Where any matter or thing is by or under this Act or under any regulation or
by-law made or continued under this Act or by any order or notice made under
the authority of this Act or any such regulation or by-law, directed or
forbidden to be done, or where any authority is given by this Act or any such
regulation or by-law to any person to direct any matter or thing to be done,
or to forbid any matter or thing to be done, and the act so directed to be
done remains undone, or the act so forbidden to be done is done, a person
offending against the direction or prohibition is guilty of an offence.
