No person shall promise or agree to—
(a) pay
any sum of money; or
(b)
deliver any goods; or
(c) do
or forbear doing anything for the benefit of any person,
whether with or without consideration, on any event or contingency relative or
applicable to the drawing of any ticket or tickets, lot or lots, numbers,
figures, or names in any lottery, or
(d)
publish any proposal for any of the purposes aforesaid.
Maximum penalty: $2 500.
