In every complaint laid in respect of any offence relating to any illegal
lottery alleged to have been or to be intended or about to be drawn or
conducted elsewhere than in the State, the court may in its discretion receive
and act upon such secondary or other evidence as may be adduced for the
purpose of proving the existence, drawing, conduct, or intention to draw or
conduct such lottery.
